![]() Water scarcity and competition for land and water resources can threaten peace and security but good policy can help resolve conflict and promote peaceful coexistence Water as the basis of peace: water policy needs to be equitable and sensitive to conflict.Water as a rights and governance issue: indigenous peoples have expert knowledge on governance and management this requires legal support, tenure and being able to ensure intergenerational responsibility.Water as Life: water policy needs to be holistic, recognising the connections to food systems, climate change, biodiversity protection and cultural survival.Participants had some key messages for the delegates attending the Dushanbe Conference: Speakers highlighted the need to involve more indigenous peoples in the design, delivery and oversight of development programmes, in order to ensure that governance and programme implementation are not only effective but also culturally appropriate. When we speak about water policy, they said, it needs to be harmonised with other policies dealing with biodiversity, ecosystems, climate adaptation and mitigation, along with economic development, energy production and equality between men and women. ![]() Participants emphasised that they were living with climate change and that everything was connected. Two indigenous women from Mexico facilitated the forum, Yolanda Lopez Maldonado and Tania Martinez Cruz, an Ayuuk woman from the Oaxaca region. UNDP, UNESCO, FAO and UNEP jointly hosted this half-day forum, which included participants from Siberia, Central Asia, South and South East Asia, Southern Africa, Latin America and beyond. The conference had been convened to lay the groundwork for the mid-term review of the decade next year.Īs part of this exercise, participants in the Forum of Indigenous Peoples and Local Communities on the Water Action Decade initiated the development of a roadmap which will channel the concerns of indigenous peoples about the state of water resources, as well as their insights and wisdom with regard to the peaceful coexistence of nature and society, into the mid-term review of the decade. These images are correlated against the database. To use NIBIN, firearms examiners or technicians enter cartridge casing evidence into the Integrated Ballistic Identification System. Prior to the NIBIN Program, firearms examiners performed this process manually which was extremely labor intensive. NIBIN is the only interstate automated ballistic imaging network in operation in the United States and is available to most major population centers in the United States. The NIBIN Program automates ballistics evaluations and provides actionable investigative leads in a timely manner. Today ATF has the capability to share ballistics intelligence across the United States making law enforcement resources more effective. Since the 1990s, ATF has worked with our law enforcement partners to place the capabilities of the NIBIN Network where it can help incarcerate armed violent offenders plaguing our communities. Crimes are solved by law enforcement following up on intelligence information from ballistic imaging technology.
